Here is some information I've found for framerates. Mind you I haven't been able to test these yet, but check them out and let me know if you get positive results.
How To: Fix the frame rate in AoC. With Black Screen fix.
While at the Login Screen, hold CTRL and hit ~ (the Tilde key)
This will bring up Alot of Options!
we are worried about one in general witch Funcom has not added to the Regular Video options.

in the Top Right you will see a option called * Change Device * click it.
at the bottom of the new options menu that pop'd up is Vertical Sync *Off is default*
Turn the Vertical sync to On, then click ok.
This will dump you to windows and reload you into the game.
Click Yes, i want to keep these settings.
Enjoy!
durring the PvP weekend it took my friends PC witch is nice and has a 8800GT in it from 1.5FPS to 60-30 consistant!
*Note!* this has to be done Every time you Launch the game! the settings are not saved after you quit the game!
this is why i think funcom should add it to the Regular Video options. i go from 32FPS watching the opening cut sceen to 55 solid!
*Note* if you are getting more then 60 FPS this should not apply to you unless you are getting horizonal tearing.

If you launch and have a black screen!?!?!?!?
in the IGNbeta folder you will find a simple config icon.
Click it
Change the Resolution down 2 settings. save and relaunch.*Remember what setting it was!*
At this point the game will look like Crap! its ok.
when the game is at the loading screen go into the settings/Video
put the Resolution Back to what you had before the change.
click accept then ok.
You can also just make it go windowed mode then make it Fullscreen once ingame.
Grats you just fixed the issue.
*NOTE* The Open Beta is not in Dx10! Horrible crash for those who try.
